Todd is the City Manager of Greeneville, TN, a position he has held since December 2011, making him the first person to serve in this role after the City Council changed the Town Charter to create the City Manager position. With over 22 years of public service experience, including leadership roles in both Johnson City and Greeneville, Todd oversees the daily operations of the town through a team of 220 staff members. He works closely with the five-member City Council, advising on organizational improvements, recommending policy changes, and overseeing the preparation of the annual budget. Under Todd’s leadership, Greeneville has seen significant growth and development, including a $13 million downtown redevelopment project, the construction of a $3.6 million fire station funded entirely by federal grants, and the transformation of a closed landfill into a 20-acre public park that now features the town’s first disc golf course and dog park. Todd’s efforts have also attracted over $20 million in new business investments to Greeneville, helping to drive the town’s economic vitality.
Todd’s professional accomplishments extend beyond his role as City Manager. He has served on numerous local, regional, and statewide boards, including the Tennessee Municipal League, Tennessee Public Entity Partners, Frontier Health, Eastern Eight Community Development Corporation, the Greene County Partnership, and the Greene County YMCA.
In addition to his distinguished career in local government, Todd has an extensive military background. He retired from the United States Air Force in May 2023 after a 22-year career, which included both active duty and Air National Guard assignments. During his time in the Air Force, Todd completed 255 missions as a combat crew member for America’s nuclear intercontinental ballistic missile force, served as the Deputy Battle Watch Commander for United States Strategic Command, and directed operations for Air Force Cyber Command. Todd retired as a Lieutenant Colonel, bringing a wealth of leadership experience to his civilian role.
Todd holds a degree in History from Milligan University and a master’s degree in Public Administration from East Tennessee State University. He is passionate about history and enjoys reading books on the subject, often exploring historical battlefields around the world. Todd has visited battlefields on three continents, spanning wars from medieval times to the Korean War. He is also an avid traveler who enjoys exploring America’s national parks and any adventure that takes him outdoors.
Todd is married to Rhajon, and they have a daughter, Alethea, who is a fifth grader at Providence Academy. The family is deeply involved in their local church, First Christian Church in Greeneville, TN, where Todd serves as a deacon.
